Ray Pennings, WRF Vice-President of Research, argued before a House Committee that "the legislation before you is an unwise bill. In the name of balance, its passage will lead to perceptions of imbalance. It will expend political good will and energy toward defining the rules of war at a time when we need to steward our political capital to build positive infrastructure and to develop a democratic and respectful industrial policy that positions Canada for tomorrow's present and future challenges."
