In 1982 the Ontario Federation of Labour passed a resolution supporting the right of Palestinians to a secure and independent homeland. Chaim Forer, a Jew and a member of the Ontario Public Service Employees Union (which belongs to the OFL), objected and asked to have his dues sent to a charitable organization. Although an Ontario Divisional Court denied his request, an Ontario Court of Appeal agreed to it in late November 1985. In his decision, Mr. Justice D.G. Blair wrote:
It seems to me that in the multicultural country which Canada has become, there will have to be even greater toleration of a wide variety of religious beliefs and practices than existed before [the Charter of Rights and Freedoms]" (Canadian Jewish News, November 28, 1985).
